Are people allowed in the area or are tourists only permitted to see it from a visit? Is it recommended that tourists not view it from the inside?

We never had a problem . We also had a tour guide and was not by ourselves.

If you plan to see only the main sights/tourist attractions (Gateway of India, CS Station, Haji Ali, Marine Drive, Elephanta Caves, etc.) in Mumbai, you won’t need a tourist guide. …

If you plan to see only the main sights/tourist attractions (Gateway of India, CS Station, Haji Ali, Marine Drive, Elephanta Caves, etc.) in Mumbai, you won’t need a tourist guide. You can book a taxi for a whole day and visit the sights at your pace. However, if you plan to explore lot of places...including some niche ones (areas with some unique residential architecture, Bollywood movie studios, local temples or churches, University building, etc.), then a guide is recommended. If you’re going to book a cab for the whole day, same agency can provide a guide. Happy Travels!

I don't think it really matters as long as it's during daylight. I went in the early afternoon.
