You have to walk up to the Tower. The nearest car park is at the top of Sunnyhurst Woods. Just past the Sunnyhurst pub on the right. It takes about 30 minutes to walk up from there.
It is possible but really until the child can walk it isn't advisable. I believe that an off the road vehicle can get special permission to go all the way up.
