Perhaps you should look at the dates of the reviews and ask someone who was there just recently who did reviews of the markets and other places in Hong Kong. They would have more insight in what is now going on and how it is affecting tourism.

I was there in September last year and recall walking around 11pm and everything was still hustling. I went twice during my 72 hour visit to Hong Kong (stayed nearby at Eaton) and first visit around 8pm was packed full of locals and visitors. 11pm still had a sizeable crowd, but much easier to navigate.
