Mt Tom falls under the state park rules. Nothing in these rules prohibit metal detectors, but they do not address their use, either. If all you want to do is scan the playing fields and camp sites for (lost) articles, then you are probably OK. Any other use, especially any archeology use, would require a research permit. That permitting process is explained online under the Mass.gov, state park section.

There actually was camping on MT Tom in the late fifties and early sixties. I spent some memorable Fall nights up there with my grandparents. It was our base for visiting the Springfield Fair, the Eastern States Exposition or The BiG E as it is now called. What a view up there!!
