The surface is all gravel/dirt road which makes the footing ok and since the road designed for vehicle travel, the grade is never too steep. That said, it does rise around 1300ft over the course of the hike. We saw two couples in their 70s making the climb. They took their time, but made it just fine. If one is in good enough shape to be hiking at altitude, Mt. Washburn is a good option because you get great views at 10,000ft for walking up a road.
