Yes, you can bring your own picnic. There are no picnic tables in the actual rose garden, but there are some further down in Washington Park. Just bring a blanket/lawn chairs and enjoy the view of Mt Hood and Portland. It a beautiful place to spend a few hours.

what is the mulch for the roses?

I know they use Garden compost but I am not certain of the exact nature of the mulch. Your answer might be found through an inquiry to the Friends of the Rose Test Garden website.
