When I answered the first time I hit send instead of backspace. I emailed the festival and David kindly responded that no outside food or beverages are allowed into the festival. The exceptions are formula, babies, and special dietary requirements.
When I emailed the festival about water I also ask this question and they kindly replied that well-behaved pets are permitted as long as they remain on a leash at all times.
