You pretty much have to walk on paths to see the potholes. Probably the first one is better but I am not sure you can get close enough with a scooter.

I am handicapped and use an electric scooter when my husband and I travel. I am interested in finding out about parks and trails that are handicapped accessible. The road and parking lots would be accessible for you. Actual access to the water would be tricker. The first beach area might work if you are able to transfer from your scooter and then …

The road and parking lots would be accessible for you. Actual access to the water would be tricker. The first beach area might work if you are able to transfer from your scooter and then walk a bit alone or with help. However, most of the pools would not be accessible via scooter and would even be hard for you to see from the viewpoints as the viewpoints aren't really scooter friendly (one has to crane one's neck and look down into the canyon area from many of them). Goldstream Provincial Park might be a better option for you. The river area isn't as carved out as the potholes, but the trees are much larger and access is better.

Dogs on leash are allowed in most parks. Of leash areas are labeled or parks provide signage. You will be expected to pick up after your pooch.
