OPWDD funds many services for people with developmental disabilities in New York State. There are regional offices known as Developmental Disabilities Regional Field Offices (DDRFO) for each county that helps people get eligibility and access to services.

To find an Article 16 Clinic go to: www.yai.org/directory-iddd-specialized-clinics. You may be put on a waitlist for an evaluation or services. You can mail all of the documents that you gathered in Step 1 directly to the Developmental Disability Regional Office (DDRO) for your borough.

Eligibility will vary depending on how a service is funded, for example, in New York the majority of services are funded by the state’s Office for People with Developmental Disabilities (OPWDD) and they have specific guidelines and a route for someone to “get eligibility”. Other services might be funded by the city or by grants.
